The promise and the reality

For more than 30 years, successive UK governments have argued that technology will modernise the public sector, cut costs, improve services and boost productivity. Yet, despite isolated successes, the overall record is one of repeated under-delivery against political ambition. Major programmes have frequently ended in crisis, with billions spent and public trust eroded.

A familiar pattern of failure

The pattern is consistent: a bold policy declaration, a rushed implementation, and then a costly rescue or abandonment. Technology is often used merely to add a digital veneer to unchanged processes, creating what critics call 'digitised bureaucracy'. Digital teams are invited in only after key decisions have been made, leaving little room for genuine service design or evidence-based innovation.

This is not just a technical problem. It is a cultural and systems-level failure. The constraints that drive failure are more often structural and political than technical. As a result, the same mistakes are repeated across governments of different political colours.

No room to test before launch

At the heart of these failures is a fundamental missing capability: government has no equivalent of a research and development environment. There is no controlled space to discover whether a proposed reform works before it is imposed on tens of millions of people. No country would license a medicine, certify an aircraft or sign off a bridge without testing. Yet policies are routinely launched without any trial, and the consequences only become clear once the changes are live and expensive to reverse.

The policy-technology fracture

Digital expertise remains separated from the policymaking heart of Whitehall. This fracture explains why the term 'digital transformation' has so often produced disappointing outcomes. Service design is applied downstream, with the aim of putting a long-since-decided policy onto a screen, rather than using technology to improve the policy itself.

Case studies in failed delivery

Universal Credit

Court cases have arisen from its flawed digital implementation. The 'digital by design' approach was rushed and insufficiently tested for real-world edge cases, pushing people into debt and causing stress without delivering the promised efficiencies.

EU Settlement Scheme

The Home Office's EU Settlement Scheme processed millions of applications quickly, but also caused significant hardship. Problems included backlogs, high refusal rates for late applications, and a fragile digital-only 'View & Prove' system. This 'mirror' database created ongoing difficulties for travel, benefits, proving status and exclusion risks.

Making Tax Digital

HMRC's Making Tax Digital initiative has faced repeated delays, underestimated costs and complexity, unrealistic timetables, and insufficient early engagement with taxpayers and agents. The Public Accounts Committee has been highly critical. Many businesses now face a greater administrative burden without the promised benefits or additional revenue materialising as originally intended.

Gov.uk Verify

Former digital identity service Gov.uk Verify is another example. The NAO found it cost £154m between 2011 and 2018, yet only 38% of Universal Credit claimants could be successfully verified. It was designed, built, run and abandoned without ever being proven at a smaller scale. A contained pilot could have surfaced the worst failings while they were still cheap to fix.

Integrating policy and technology

Government needs to move away from 'big bang' change and adopt a test-and-learn approach. Digital practices and technologies must be integrated into policy formation from the start. This means using prototypes, data, evidence, feedback and simulations to explore options before decisions crystallise.

Key principles should include:

  • A policy-first focus that combines digital and policy expertise early.
  • Clear links to cross-government priorities, reduced administrative burden, improved productivity and better outcomes.
  • Adaptable, modular systems built on open standards so that change can be implemented quickly.
  • Security, cyber resilience, data minimisation and environmental impact assessment throughout the lifecycle.
  • Reuse of common components, shared platforms and 'once only' data models.
  • Ethical innovation with transparency, human oversight, safety and accountability, especially for AI.
  • A single, authoritative map of capabilities linking strategy, organisations, processes, information, resources and technology.
  • Governance and measurement that track benefits, risk and sustained public value.

A controlled environment: the Isle of Wight

To make this work, government needs a real place where policy and technology can be tested together. The Isle of Wight has been proposed as a policy testbed because it offers the closest thing England has to a real-world laboratory. It has real GPs, benefit claimants, landlords, employers and digital verification providers, plus the important edge cases that new systems must survive: a 90-year-old with no smartphone, a person with no fixed address, a carer acting on behalf of someone else.

The government's recent digital identity proposals illustrate the value of such an approach. A new national digital ID system was announced in 2025, but its mandatory element was dropped in January 2026 after a backlash. In May, the Home Affairs Committee described the government's handling as 'nothing short of a fiasco', saying the rationale was assembled only after the public announcement. Despite this, the scheme is still expected to cover every UK citizen and legal resident by the end of the Parliament, relying on the same One Login and eVisa foundations that the committee found fundamentally flawed.

Testing digital identity on the Isle of Wight first would allow failures to surface in one contained place, visibly and reversibly, rather than nationwide. It would also help demonstrate consent, data minimisation, UK jurisdiction protections, transparency and human oversight. Islanders would not be treated as test subjects; they would gain the most credible route to fixing problems that Westminster has promised to address for decades.

What should happen now

Government should seize the opportunity to move digital technologies upstream, treating data as a core asset and building systems for a world of constant policy change. The lessons of the last 30 years point to clear actions:

  • Integrate digital and policy expertise from the start.
  • Use real-world testbeds to trial ideas before national roll-out.
  • Design for adaptability, security, and public value.

The regular claim that the 'magic' of technology will soon fix a broken system rings hollow after three decades. What is needed is not another grand declaration, but a fundamental rethink of how policy is designed and delivered. By adopting a test-and-learn approach and creating a controlled environment for innovation, government can reduce the risk of catastrophic failure, respond more quickly to change, and begin to restore public confidence in its ability to deliver better outcomes.
